Blow out and panning

I created the blow out effect using iso 50, aperture f8.0, shutterspeed1/15. I think this was the best way only because it was really bright out side.
panning is movment in a photo. panning looks like some one is moving in your photo but they look clear and not blured, and everything around them lloks blured.I feel I did a great job for this being my first time.I put my settings on Iso 50 F8.0 shutter speed 1/40. I wish I would have had more time to make my partner look more still.
